have no idea! LOL I probably would quilt it in a grid behind each individual block and then just do details in each design.. wavy lines across the eagle , lines on the scroll of the we the people to make it look like lined paper :), do the star bursts again in the firecracker one, etc..... good luck!
This is such a fun quilt, I saw Uncle Sam right away on the WIP page! Good luck on finishing it off, I am of no help when it comes to making decisions (especially my own LOL). Thank you for linking up to WIP Wednesday!
Great little quilt. Hand quilt outlining the block as Kathie suggest. I know Kathie get her little quilts machine quilted. If you don't feel like hand quilting it ask her for the contact of the quilter - good luck with this quilt. too nice to keep it in the cupboard - Hugs Nat
What a fun mini quilt! Perfect for free-motion quilting on a domestic. The first thing I would do is put on my walking foot and outline the sashings - I would do each window on its own, not crossing the red anywhere. Then I'd take off the walking foot, put on the free-motion open-C foot, and outline the characters or shapes. If I wanted more after that was done, I would play with fillers like McTavishing or any of the fun ones Leah Day shared over the past year.
A year ago, when I was scared of free-motioning, I would stop after Stitching the ditch of all the sashing. Then I would decide if I liked this too much to use it as a learning piece for the freemotion. If so, I'd hang it like that until I'd free-motioned a few charity baby quilts or other wall hangings and go back for the free-motion parts later.

I'd lean toward big stitch primitive quilting!
